Friday I added Upstream: The Quest To Solve Problems Before They Happen by Dan Heath to the Recommended Reading List.
Heath is a Senior Fellow at Duke University’s CASE Center. This is primarily a business book but among other things government should be in the problem prevention/solving business. The subtitle pretty much tells it all; the book is about attacking the cause of problems not their results.
